I will assume that the cells with "LAST DAY OFF" is cell B2 - adjust accordingly if it is not. I have also assumed the day numbers in row 2 are actual dates formatted to show just the day. If they are not, then they should be converted to dates.
In cell C3, enter the formula
=C$2-$B3
and copy down and across to match your header and row labels. Apply conditional formatting to get your color bands. If there is a limit to the numbers you want displayed, change the formula to, for example:
=IF(C$2-$B3<29,C$2-$B3,"")

since obviously know what I'm up too I will re send a better pick. This for tracking resources that are assigned to fires in California. some can only work a 14 day shift others are 21 days the can work their last day (LWD) the have to leave the last the ones that are 24 can R and R and come back. Need to put a calendar date in to start the cycle than have it go from there. Here is a better Pic

Here is a file where the schedules are on one sheet - and an extra column to show if the crew is a 14 or 21 day crew.
